Director, Workforce Planning & Capacity Management

Position Summary
The Director of Workforce Planning & Capacity Management is responsible for establishing and leading GSI's demand forecasting, workforce planning, and equipment capacity management functions. This role serves as the strategic bridge between Operations, Sales, and the Center of Excellence to ensure the organization has the right people, equipment, and support resources available to meet current and future customer demand. Reporting directly to the Vice President of the Center of Excellence, this leader will build and develop a team of regional planners responsible for forecasting regional workload, assessing resource capacity, and balancing labor and equipment requirements across the Geo Tech businesses. The Director will lead the design and implementation of planning processes, operating rhythms, metrics, and planning technology that provide visibility into future demand and enable proactive resource decisions. This position is accountable for creating planning capability that identifies capacity constraints before they impact execution, escalates resource gaps, and collaborates with Operations and the Center of Excellence to develop solutions.

Core Responsibilities
Team Leadership & Development
- Lead, mentor, and develop Regional Planners and a Travel Services Manager to deliver excellence across the planning and travel functions.
- Set performance expectations, conduct regular one-on-ones and performance reviews, and build a high-accountability team culture.
- Develop career paths and growth opportunities for planning and travel staff to build bench strength.
- Ensure appropriate coverage, workload balance, and succession planning across the department.
- Provide strategic direction and oversight to the Travel Services Manager and their team of 6–8 Travel Coordinators.
- Ensure field crew travel—flights, lodging, ground transportation, and per diem—is coordinated in full alignment with project schedules.
- Lead, coach, and develop a team of Regional Workforce & Capacity Planners.
Enterprise Demand Planning
- Build and lead GSI's enterprise demand forecasting process.
- Develop short, mid, and long-range demand forecasts by region, customer, service line, and resource type based on demand generated by Regional Leadership.
- Partner with Sales, Operations, and Project Management to translate pipeline and backlog into resource demand signals.
- Establish forecasting methodologies that improve predictability and planning accuracy.
Workforce, Equipment, & Asset Capacity Planning
- Develop workforce capacity models across all regions and operational functions.
- Forecast labor & equipment requirements by crew, project, and geography.
- Identify future staffing & equipment shortages and surpluses before operational impacts occur.
- Work closely with Operations leadership to ensure workforce plans align with business growth objectives.
- Partner with Supply Chain and Operations leadership to create deployment strategies that maximize utilization.
Planning System Development & Transformation
- Lead selection, implementation, and continuous improvement of GSI's workforce and capacity planning platform.
- Define business requirements for workforce forecasting, capacity modeling, scenario planning, utilization management, and equipment planning.
- Build a scalable planning ecosystem capable of supporting rapid company growth.
- Partner with IT and third-party vendors to deploy integrated planning solutions.
- Establish reporting and dashboard capabilities that enable data-driven resource decisions.
Center of Excellence Leadership
- Establish planning standards, governance, metrics, and best practices.
- Develop annual workforce and equipment capacity plans aligned with strategic growth objectives.
- Support acquisitions, market expansions, and major customer opportunities through forward-looking resource analysis.
- Create a planning function that becomes a competitive advantage for GSI.
Qualifications
Required:
- Bachelor’s degree in Construction Management, Engineering, Operations, Business, or related field.
- 10+ years of workforce planning, resource planning, operations planning, supply chain planning, or capacity management experience.
- Experience building planning functions, teams, and operating models from the ground up.
- Demonstrated success implementing planning technologies and business processes.
- Strong quantitative and analytical capabilities with demand forecasting and capacity modeling.
- Experience managing labor, equipment, and operational resource planning in a field service, construction, infrastructure, utility, or industrial environment.
Preferred:
- Lean Six Sigma Green or Black Belt or demonstrated Lean/continuous improvement leadership.
- Experience with workforce planning platforms, APS software, or capacity planning systems.
- Experience building enterprise planning organizations.
- Experience scaling operations during periods of rapid growth.
Work Environment
This position is based at GSI’s Westminster, CO office. Occasional travel to project sites or other GSI facilities may be required. This is a full-time, exempt position. GSI is an Equal Opportunity Employer.
